I added this to the figma file, here is a preview:

Behavior:

Shows pinned note in absolute position hovering right at the top of the chat area.
Truncated at 2 lines with a "more..."
Clicking the note will show the full note in a modal on desktop or bottom drawer on mobile.
Viewer can dismiss the note by clicking the close button.
