Until now, the decoding API was restricted to outputting 0 or 1 frames
per input packet. It also enforces a somewhat rigid dataflow in general.
This new API seeks to relax these restrictions by decoupling input and
output. Instead of doing a single call on each decode step, which may
consume the packet and may produce output, the new API requires the user
to send input first, and then ask for output.
For now, there are no codecs supporting this API. The API can work with
codecs using the old API, and most code added here is to make them
interoperate. The reverse is not possible, although for audio it might.

This allows to copy information related to the stream ID from the demuxer
to the muxer, thus allowing for example to retain information related to
synchronous and asynchronous KLV data packets. This information is used
in the muxer when remuxing to distinguish the two kind of packets (if the
information is lacking, data packets are considered synchronous).
The fate reference changes are due to the use of
av_packet_merge_side_data(), which increases the size of the output
packet size, since side data is merged into the packet data.
This API is intended to allow passing around codec parameters without
using full AVCodecContext (which also contains codec options and
encoder/decoder state).

Some (de)muxers open additional files beyond the main IO context.
Currently, they call avio_open() directly, which prevents the caller
from using custom IO for such streams.
This commit adds callbacks to AVFormatContext that default to
avio_open2()/avio_close(), but can be overridden by the caller. All
muxers and demuxers using AVIO are switched to using those callbacks
instead of calling avio_open()/avio_close() directly.
(de)muxers that use the URLProtocol layer directly instead of AVIO
remain unconverted for now. This should be fixed in later commits.
This solves the problem discussed in https://ffmpeg.org/pipermail/ffmpeg-devel/2015-September/179238.html
by allowing AVCodec::write_header to be delayed until after packets have been
run through required bitstream filters in order to generate global extradata.
It also provides a mechanism by which a muxer can add a bitstream filter to a
stream automatically, rather than prompting the user to do so.
Applications are not supposed to mess with links,
they should close the sinks.
Furthermore, this function does not distinguish what end
of the link caused the close and does not have a timestamp.

This function returns the encoded data of a frame, one slice at a time
directly when that slice is encoded, instead of waiting for the full
frame to be done. However this field has a debatable usefulness, since
it looks like it is just a convoluted way to get data at lowest
possible latency, or a somewhat hacky way to store h263 in RFC-2190
rtp encapsulation.
Moreover when multi-threading is enabled (which is by default) the order
of returned slices is not deterministic at all, making the use of this
function not reliable at all (or at the very least, more complicated
than it should be).
So, for the reasons stated above, and being used by only a single encoder
family (mpegvideo), this field is deemed unnecessary, overcomplicated,
and not really belonging to libavcodec. Libavformat features a complete
implementation of RFC-2190, for any other case.

A fallback track indicates an alternate track to use when the
current track can not be decoded for some reason. e.g. no
decoder available for codec.

Use the new fields directly instead of the ones from AVPicture.
This removes a layer of indirection which serves no pratical purpose

so it is possible to deprecate AVSubtitleRect.pict.

Note that convergence_duration had another meaning, one which was in
practice never used. The only real use for it was a 64 bit replacement
for the duration field. It's better just to make duration 64 bits, and

There is no practical benefit in having this structure elements
bit packed given the size of the structure and its usage.

Move libavcodec managed objects from the public struct vaapi_context
to a new privately owned FFVAContext. This is done so that to clean up
and streamline the public structure, but also to prepare for new codec
support, thus requiring new internal data to be added in there.
The AVCodecContext.hwaccel_context, that holds the public vaapi_context,
shall no longer be accessed from within vaapi_*.c codec support files.

Deprecate older VA pixel formats (MOCO, IDCT) as it is now very unlikely
to ever be useful in the future. Only keep plain AV_PIX_FMT_VAAPI format
that is aliased to the older VLD variant.

Move the lavc/imgconvert functions and rename them as follows:
avpicture_get_size -> av_image_get_buffer_size()
avpicture_fill -> av_image_fill_arrays()
avpicture_layout -> av_image_copy_to_buffer()
The new functions have an align parameter, which allows to define the
linesize alignment assumed in the buffer (which is set or read).
The names of the functions are consistent with the lavu/samples API
(av_samples_get_buffer_size(), av_samples_fill_arrays()).
A redundant check has been dropped from av_image_fill_arrays().

Since the VDPAU pixel format does not distinguish between different
VDPAU video surface chroma types, we need another way to pass this
data to the application.
Originally VDPAU in libavcodec only supported decoding to 8-bits YUV
with 4:2:0 chroma sampling. Correspondingly, applications assumed that
libavcodec expected VDP_CHROMA_TYPE_420 video surfaces for output.
However some of the new HEVC profiles proposed for addition to VDPAU
would require different depth and/or sampling:

Since av_gettime() is used in a number of places where actual
real time clock is required, the monotonic clock introduced in
ebef9f5a5 would have consequences that are hard to handle. Instead
split it into a separate function that can be used in the cases
where only relative time is desired.
On platform where no monotonic clock is available, the difference
between the two av_gettime functions is not clear, and one could
mistakenly use the relative clock where an absolute one is
required. Therefore add an offset, to make it evident that the
time returned from av_gettime_relative never is actual current
real time, even though it is based on av_gettime.

When decoding, this field holds the inverse of the framerate that can be
written in the headers for some codecs. Using a field called 'time_base'
for this is very misleading, as there are no timestamps associated with
it. Furthermore, this field is used for a very different purpose during
encoding.
Add a new field, called 'framerate', to replace the use of time_base for
decoding.
Decoding acceleration may work even if the codec level is higher than
the stated limit of the VDPAU driver. Or the problem may be considered
acceptable by the user. This flag allows skipping the codec level
capability checks and proceed with decoding.
Applications should obviously not set this flag by default, but only if
the user explicitly requested this behavior (and presumably knows how
to turn it back off if it fails).

Currently, the amount of padding inserted at the beginning by some audio
encoders, is exported through AVCodecContext.delay. However
- the term 'delay' is heavily overloaded and can have multiple different
meanings even in the case of audio encoding.
- this field has entirely different meanings, depending on whether the
codec context is used for encoding or decoding (and has yet another
different meaning for video), preventing generic handling of the codec
context.
Therefore, add a new field -- AVCodecContext.initial_padding. It could
conceivably be used for decoding as well at a later point.
This function provides an explicit VDPAU device and VDPAU driver to
libavcodec, so that the application is relieved from codec specifics
and VdpDevice life cycle management.
A stub flags parameter is added for future extension. For instance, it
could be used to ignore codec level capabilities (if someone feels
dangerous).

Add CODEC_FLAG2_SKIP_MANUAL (exposed as "skip_manual"), which makes
the decoder export sample skip information via side data, instead
of applying it automatically. The format of the side data is the
same as AV_PKT_DATA_SKIP_SAMPLES, but since AVPacket and AVFrame
side data constants overlap, AV_FRAME_DATA_SKIP_SAMPLES needs to
be introduced.
This is useful for applications which want to do the timestamp
calculations manually, or which actually want to retrieve the
padding.

The reasoning behind this addition is that various third party
applications are interested in getting some motion information out of a
video "for free" when it is available.
It was considered to export other information as well (such as the intra
information about the block, or the quantization) but the structure
might have ended up into a half full-generic, half full of codec
specific cruft. If more information is necessary, it should either be
added in the "flags" field of the AVMotionVector structure, or in
another side-data.
This commit also includes an example exporting them in a CSV stream.

The only flags, for now, indicate if metadata was updated and are set after each call to
av_read_frame(). This comes with the caveat that, on stream start, it might not be set properly
as packets might be buffered in AVFormatContext.packet_buffer before being given to the user
in av_read_frame().

It allows attaching other external, opaque data to the frame and passing it
through the reordering process, for cases when the caller wants other data
than just the plain packet pts. There is no way to cleanly achieve this
without the field.
The rationale is that you have a packed format in form
<greyscale sample> <alpha sample> <greyscale sample> <alpha sample>
and shortening greyscale to 'G' might make one thing about Greenscale instead.
An alias pixel format and color space name are provided for compatibility.

Previously, AVStream.codec.time_base was used for that purpose, which
was quite confusing for the callers. This change also opens the path for
removing AVStream.codec.
The change in the lavf-mkv test is due to the native timebase (1/1000)
being used instead of the default one (1/90000), so the packets are now
sent to the crc muxer in the same order in which they are demuxed
(previously some of them got reordered because of inexact timestamp
conversion).

The version check is changed so they are available with the current ABI
FFmpeg libs should have no problems with added fields, nor should any
application using the libs, and we regularly added fields in the past.
We also moved 2 of these fields to AVFrame already previously without issues.

Some encoders (e.g. flac) need to send side data when there is no more
data to be output. This enables them to output a packet with no data in
it, only side data.

Add AV_PKT_DATA_DISPLAYMATRIX and AV_FRAME_DATA_DISPLAYMATRIX as stream and
frame side data (respectively) to describe a display transformation matrix
for linear transformation operations on the decoded video.
Add functions to easily extract a rotation angle from a matrix and
conversely to setup a matrix for a given rotation angle.

Right now, the caller has to manually manage some allocated
AVCodecContext fields, like extradata or subtitle_header. This is
fragile and prone to leaks, especially if we want to add more such
fields in the future.
The only reason for this behaviour is so that the AVStream codec context
can be reused for decoding. Such reuse is discouraged anyway, so this
commit is the first step to deprecating it.
These functions are using the POSIX clock_gettime() function with the
CLOCK_MONOTONIC clock id. If these are not present on the targeted
platform, the new functions will fallback on using the original realtime functions
av_gettime() and av_usleep().
Monotonic support can be added on other platforms with their
equivalent native system API eventually if possible.
Whenever time is requested to measure relative time, the monotonic clock,
when available, is superior to the system realtime clock because it is
not affected by discontinuous jumps in the system time
In a future step, offering the flexibility to let the user choose between
rt and monotonic clock for avdevices packets will be investigated.
It is very easy to experience the issues that this patch attempt to address
by rewinding back in the past the system time while ffmpeg is running.
this is breaking the ffmpeg report printing (ffmepg.c:print_report()) and
the the rate emulator functionality (-re) without the patch.

Use it instead of checking CODEC_FLAG_BITEXACT in the first stream's
codec context.
Using codec options inside lavf is fragile and can easily break when the
muxing codec context is not the encoding context.

Existing av_opt_set_dict doesn't accept flags.
It doesn't allow to pass options to nested structs.
New function alllows that.

Old Intel GPUs expect the reference frame index to the actual surface,
instead of the index into RefFrameList as specified by the spec.
This workaround should be set when using one of the "ClearVideo" decoder
devices.

After this commit applications needs to call av_format_inject_global_side_data()
or handle AVStream side data by some other means if they want it not to be lost.
This fixes a API incompatibility with libav.
libav API does not allow the data to be passed through AVPackets
