Reimar Döffinger 05020c89eb Split common.h in two parts, purely internal stuff (internal.h) and things 
available to external programs as well.
Also make more things available to external programs like GET_UTF8, MKTAG etc.

  liba52 and libpostproc are licensed under the Lesser GNU General
  Public License.

* liba52 and libpostproc are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
