83c0ba3dad Don't allow to sync on packets of zero-size length, since these are never

59f60d0554 Fix the ogg regression test, which was broken by r18092. This is an 
expected change because the ogg muxer with FLAC encoder uses the maximum
frame size estimate since it cannot rewrite the real maximum frame size
at end of encoding.
