18099ade6f Declare ff_interleave_new_audio_packet as static, it is not used 
outside of audiointerleave.c.  Also remove the function declaration
  from the header as it is now static.

0d20c3fdad Make av_base64_encode() do not require the user to provide an 
overallocated buffer where to put the encoded string.
