a06ba2a18d Include windows.h instead of trying to redeclare Sleep 
os_support.h used to be included in all lavf files, and including windows.h
here caused a significant slowdown.

5b67e4f8b8 Simplify do_video_encoding() in regression.sh

733a6d8360 Remove mp4psp regression test 
The PSP MP4 format requires an AAC audio stream, so until
we have an AAC encoder we cannot test this format.

The existing test is broken and does not actually use the
PSP format.
