Implement a concept of ready states for the relay connections. Fetch relay info when connecting to a relay. Note, the client will not be advanced into the OPEN ready state until the info fetch has succeeded or failed.

Cleaned up some other unrelated stuff as well. Need a slightly cleaner approach to error handling.
